Chapter 12

Megan pored over the environmental impact study for a park project Barbara Daul and Tamara Taylor were advocating. The two women would also provide all funds necessary. At the same time, a group led by Armand Germaine wanted the land to remain commercial-zoned, since they wanted to put in a new hotel/retail/condo complex at the site. The public and media favored the park, but that would cost the city tax revenue, so the city council was split. Her vote would be the tie-breaker.

Her intercom buzzed. Megan picked up the phone. "Yes?"

"Sorry to disturb you, but Mr. and Mrs. Germaine are out here and demanding to speak to you."

Megan sighed gustily. It had to be about the project she had in hand. That would be the tenth time some person or group had come to talk to her about that project. Barbara and Tamara had visited her earlier that day, so it was only fitting their foe should have his say, too.

"Send them in, Shana," she said.

Her secretary opened the door, and Armand Germaine strolled in like he owned the world. The man was large and intimidating, with mostly gray hair. Megan couldn't believe he'd gained so much weight. Indeed, he'd been a very fit man just six months back.

His young wife was a gorgeous blonde. Sylvia was only twenty-five, whereas her husband was around sixty. Armand had two daughters older than his hot little trophy wife. Sylvia looked splendid in a clingy white dress with a plunging neckline to show off her spectacular cleavage and hemline so high it barely covered her butt.

Please don't sit down in that dress, Megan thought. Armand led Sylvia to one of two chairs in front of her desk, and she sat. The mayor got a flash of white undies before the blonde crossed her long legs. Then Megan stood and leaned over her desk, extending her hand to Armand, "Good afternoon, Mr. Germaine. How may I help you?"

Megan did her best to keep her face neutral. Back when she was a State Prosecutor, she'd seen his name and company listed on documents too many times. She'd even investigated him three times, but could never find enough conclusive evidence to take him to court.

Armand Germaine was as unsavory as a businessman could be without being part of an actual criminal organization. And he ran his business like a Mafia don.

"Glad we caught you before you went home for the weekend," he said, giving her a disapproving look.

Mayor Milano liked to end her week early, usually around midafternoon. Indeed, she'd already stayed past her planned departure time to work on the zoning issue. The vote was scheduled for Monday's City Council meeting.

"Yes." Mayor Milano waited for Armand to state his reason for visiting, as if she didn't know. But he said nothing. "I assume this isn't a social call, so what is it you'd like to discuss?"

"I'm here to demand you vote to keep Collins Creek commercial," Armand said. "It's been zoned commercial for sixteen
